Health department of pilibhit district uttar pradesh

I am a congenital handicap. I applied for the handicapped certificate in the age of 10 years old in 2023 I get the handicapped certificate in that time but after the digitalization of India after 2014 this certificate becomes unvalid and my handicap pensions also stop. In the year 2018 I applied for the new certificate but the district hospital orthopaedic doctor denied to issue the certificate and I suffering with this problem since last 8 years I have no certificate no pension at all even I cannot participate in an exam on behalf of the handicapped certificate , I mean physical challenge seats so please help me
