Educational loan

Right now in India, there is an education loan system, but it is not functioning properly. For example, we are studying in college and need around ₹1.5 lakhs. Through some scholarships, our tuition fees are covered, but we still have to pay ₹33,000 per year. Many poor students are unable to pay even this ₹33,000. When we approach banks asking for an education loan, they say, “Since your tuition fees are already covered, we cannot provide you a loan.” what is I don't know "In bank there're strongly saying only if the student tuition fees only the bank can give loan "
