Education system

In government schools building is very old government not provide any budget on reconstruct goverment school and mostly teachers are teach only theory not do any practical examples experiment. And some government school science lab is available but teacher can't open science lab for students because of fear damage. But i have one question this is public properties,
Mostly school teacher is not available in classes because of government work like exam checking, election,exam inspection. Again I have one question student have not teachers to solved her doubt and problem how to get student good marks.
Some government school teacher after school time. These teachers open own or seperate paid coaching classes. I have more questions on Indian education system or other systems etc
