why there is no equality in central government vacancies state wise

try to understand that this country is federal, participation of each state is equally important ( feel National Integration) and in central government/PSUs/Autonomous bodies and in all the departments, there is cocus/lobby of some people of one state, UPSC/SSC or any other recruitment agencies decide the reservation statewise (including 50% reservation of women in it).
