Lack of Citizen Accountability Mechanics

There is absense of functional, friction-free civic applications to log, track, and audit localized infrastructure fixes. CPGRAM and UMANG applications have became a graveyard for such complaints and there is no real life implementations of such cases. also these platforms are very complex and slow making hurdles for a large population for easy use.
plus there are no offline platforms or offices to file complaints and keep track on these things. this makes difficult for the population who doesn't have regular access to internet or doesn't have understanding of it.
