THE TOLL GATES CHARGE AND ROAD

As we all know that on the NHs the toll gates have been established and at every toll gates we are bound to give them the amount they are charging us for traveling on the road but if we are giving money to travel on the road then it must be the duty of government to take proper care of the roads and replair the roads when necessary
But the government is ignoring the road damage so why would we citizens would pay at the toll gates
