One Factory Act License pending since 2 years now

I am an honest tax payer, and have my own factory, which has been shifted to Markal. We struggled first for years with PMRDA, standing strong against under the table bribes, but had to finally payment the bribe without which we wouldn't have got the plan approval, and completion certificate. Each step had someone waiting like a leech to eat money. Post that, we face the same situation, this time for the Factorys act license. We had to pay money for the plan approval again, and are now struggling to receive the factory act license. The officer who we were in contact with has stopped answering our calls since the last 3 months now. Is this how our PM wants us to 'Make in India?' What about us, the MSME, the main struggling business owners in the country? Is this the Ease of Doing Business?
