People throwing garbage on roads and no proper garbage collection done

There was a newly constructed wide road with a proper footpath, but now it has slowly been misused — people have started parking cars along it, some gather there for drinking and smoking, and others have turned parts of it into a dumping spot for garbage. To make matters worse, no one is clearing the waste anymore, and the entire road now stinks.
