Sir,



Subject: Complaint against the cheating by MAHIRA BUILDER in case of MAHIRA Homes-68, Gurugram under PMAY & AFFORDABLE HOUSING SCHEME (License No – 106 Of 2017 Granted By DGTCP, Haryana, Chandigarh in the name of M/s SAI AAINA Pvt. Ltd,, Global Foyer Sector-43 Gurugram Haryana).



Respected Shri Hardeep Singh Puri ji & Sh. Kaushal Kishore ji & Indian Goverment departments.

In this regard I humbly request you to consider my request as one of the sufferers of 1497 families who have been cheated under PMAY SCHEME and AFFORDABLE HOUSING SCHEME in Affordable housing society Mahira Homes Sector -68, Gurugram to be developed by the builder named M/s Sai Aaina Farms Pvt Ltd in Gurgaon, Haryana as detailed as below:


1. Approval of the project to the builder was accorded under affordable group housing vide license
No.106 of 2017 by DGTCP, Haryana, Chandigarh as detailed in the subject.


2. The Building plan was approved by DGTCP vide Memo No. ZP-1202/AD(RA)/2018/6797
Dated 23-02-2018.


3. The project is registered under HRERA-2018/1403/299


4. The draw of a lot of successful applicants was held in the presence of officials of DGTCP/DC,
Gurgaon and builder in 2018, 2019 & 2021.


5. As per the terms & conditions of the scheme, Builder collected 100% payment from the allottee in the year 2021 itself.


6. After a gap of 4 years, allottees/buyers were shocked to see the decision of DGTCP, Chandigarh on the cancellation of the Builder license in 2021 on the basis of fraudulent bank guarantees and other documents, when 100% payment was made by the buyer to the builder.


7. The construction remains suspended for 1 year and on November 5th, 2022 DGTCP revoked the builder's license. The builder was directed to complete the project within 6 months which was arbitrary without knowing the actual site construction status at the site and DTCP Gurgaon was directed to monitor the progress of the construction work at the site.


8. Possession of the flats was supposed to be given in April 2022.


9. We all buyers have had many meetings with the BUILDER/DTCP, Chandigarh /HRERA/ STP-DTP Gurugram and pleaded to help and get our flats but no one is helping, and passing the ball to each other's court.



10. A further raid was conducted by the ED team in view of fraud done by the builder and the site was sealed by ED. But construction is not going on.

I had a loan for a home from Indiabulls Bank to pay the amount to the Builder, All amount of ~24Lakh rupees has been given to the Builder but we are still not getting flat due to the above-mentioned issues, currently bank is charging us 14.5% interest in home loan EMIs. What should we do, How we can pay the EMIs with this high-interest rate?



We are completely shattered in the current situation, facing two sides of the burden Paying rent for a home to live in Gurgaon and Bigger interest in bank EMIs with no guarantee of a home.





Please help us, sir.

Kindly look into the matter and request to resolve the issue. Due to the Builder’s and official machinery MISTAKE, ~1500 FAMILIES who feel cheated under your SCHEME i.e. PMAY & AFFORDABLE HOUSING SCHEME are suffering.


We are knocking on all the doors in the hope of getting possession of our flats as soon as possible so
that affordable buyers like us can be saved from paying HIGH-INTEREST EMI along with RENT.
