Toll Taxes

If the Government is charging taxes majorly from the middle class families in the name of Income Tax , GST , Sales tax etc to spend the money for the people and making infra structure then why a person will be charges Toll tax for using any highways or any new road / bridge which is meant for them only . Anyways we are paying Road tax when purchasing a car then my question is this Road tax is charged for what purpose ???
