NH4 Highway - Kolhapur Pune Stretch

I have been travelling on this NH4 Highway for about 25 years since I moved from Kolhapur to Pune. Only for few years people were able to commute smoothly on this stretch. After that the government took up Pune-Satara section for redevelopment making it complete mess by not providing proper alternative routes. I remember my family was stuck up for about 8 hours. The problems small kids and old aged people face due to such chaos never goes accounted anywhere. The same is now happening with Satara to Kolhapur patch. Sometimes people get stuck in such a traffic due to mismanaged alternative routes, diversions etc. Still we pay full toll, our fuel consumption for the trip shoots up like anything because the journey time almost gets doubled. There should be a provision made by Government that if the roads go for redevelopment then the toll booths should be closed until the road work is complete.
