Water Tanker Mafia

Pune faces water scarcity during summers. The corporators here run a big scam when they come to Power. They own a tanker and supply the water to big societies. If we pay property tax to municipal corporations then why can't citizens get water from the same source where the water tankers refill their tankers and supply it at high cost to societies.
